The defence, which we are legally and morally obliged to print: every single one of his 46 mentions dates from 2008–10, when he was the Home Office minister dutifully piloting the Policing and Crime Bill — lap-dancing club licensing and prostitution offences — through Parliament. The horniest man in the cabinet was, in the most literal sense, just doing his job. It’s always the quiet ones, and it’s always delegated legislation.
